Public Transport Victoria today published performance results for March 2019.

  • Metro delivered 88.4 per cent of services on time in March.
  • Yarra Trams delivered 78.1 per cent of services on time in March.
  • V/Line delivered 84.4 per cent of services on time in March. 

PTV Acting CEO Alan Fedda said March was a challenging month across the network, with multiple incidents causing delays to trains and trams in Melbourne and regional Victoria. 

“There were a number of issues last month that significantly impacted the performance across the network - some of these were out of the operators’ control, some in their control,” Mr Fedda said.

“That’s why this week we’re getting on with the autumn construction blitz to build the Metro Tunnel, remove level crossings and upgrade many parts of the network to continue to improve its resilience and reliability.”

Metro Trains narrowly missed its 98.5 per cent reliability target by delivering 98 per cent of all scheduled services. Punctuality was 88.4 per cent for March.

Mr Fedda said several external incidents impacted Metro’s performance during March, including a significant disruption on the Cranbourne, Pakenham and Frankston lines after a United Energy power cable broke and fell onto overhead train lines. Two major police operations at Flagstaff and Footscray stations also contributed to reduced performance in March. All external factors are captured in an operator’s performance metrics.

“Despite these external incidents, Metro’s performance was not up to the level that our passengers deserve - I know how frustrating it can be when our services are delayed or cancelled at the last minute,” said Mr Fedda.

“That’s why the tougher targets we built into Metro’s current contract mean they will be providing compensation to passengers this month – under the old contracts, compensation wouldn’t have been paid.”

Yarra Trams will also pay compensation after 78.1 per cent of services ran on time during March- significantly lower than the 82 per cent target. Reliability was at 98.1 per cent.

Mr Fedda said the main factors impacting Yarra Trams’ performance were a tram derailing in Flinders Street which disrupted six routes for three hours, and increased congestion after Metro Trains work on the Lilydale, Belgrave and Alamein lines took longer than scheduled.

Yarra Trams also wouldn’t have paid compensation under the old contracts for performance at this level.

“It’s important that our operators deliver services reliably and on time,” Mr Fedda said. “These contracts set a high bar for Yarra Trams and Metro, and when they don’t reach that level they are penalised.”

On the regional train network V/Line saw 84.4 per cent of trains running on time, and 95.2 per cent of services delivered.

More trains ran on time on the Gippsland line than last month, and V/Line were able to improve reliability on the Albury, Bendigo, Seymour and Warrnambool lines.

A number of external incidents also impacted regional services, including the bushfire in the Bunyip State Forest, the major police request at Footscray Station and a power line falling across the tracks at North Shore.

“There’s a lot of work going on across the regional network to upgrade train lines across the state,” said Mr Fedda.

“In March, significant progress was made on the Ballarat Line Upgrade, and in April, upgrades will be carried out on the Geelong and Warrnambool lines.”

Due to each operator missing performance targets in March, passengers can claim compensation.

Compensation can be claimed by all holders of myki passes that are valid for 28 days or more and have been used on train or tram services for at least 10 days of that month. Compensation for March will equate to the value of one daily fare or complimentary day return V/Line ticket being uploaded onto the myki.
